Potts report
The Potts Report, (Action on the Banwell Report: A Survey of the Implementation of the Recommendations of the Committee under the Chairmanship of Sir Harold Banwell on the Placing and Management of Contracts. Economic Development Committee for Building of the National Economic Development Office) was published in 1967.
It was intended to try to implement some of the findings of the 1964 Banwell Report (The Placing and Management of Contracts for Building and Civil Engineering Work) which had focussed on team relationships, construction contracts and other construction documentation and looked in detail at the traditional separation between design and construction. The Banwell Report questioned why there were different forms of contract for building, civil engineering and government work and recommended the creation of a common form of contract.
However, the recommendations of the Banwell Report were not widely supported, and the Potts Report failed to gain traction. Instead, industry practice continued to be dominated by market forces.
